CONTAINMENT PROTOCOL
The Bureau is to maintain and regularly update a comprehensive list of all retail locations meeting the criteria specified in the Phenomenological Summary. Program PG-1088-500-01 "BLACKOUT" is to maintain continuous power-grid telemetry monitoring of all listed locations, with immediate notification dispatched on detection of any outage or anomalous surge occurring after sunset.
Upon notification of a potential CASE-1088 manifestation, the nearest Anomaly Response Unit is to immediately dispatch a field team to the affected location. The deployed team is to establish a Type-2 perimeter (50-meter radius) around the facility, preventing civilian entry. Cover Story CC-1088-02 ("potential electrical fire hazard") is to be employed for civilian management at the perimeter.
A designated and trained Bureau employee (henceforth referred to as the Subject) is to be sent inside the facility. The Subject must have completed Training Module WH-17 and hold Memetic Resistance Certification Level II or higher. The Subject is to navigate immediately to the dairy section. Upon approaching the dairy section, the Subject is to audibly announce: "Boy, I sure am in the mood for some milk!" — or an equivalent phrase conveying intent to purchase milk. Variations of this announcement are permitted, as are translations into any currently and actively spoken language. The announcement must not be made in any language no longer in active human use; performance of the ritual in such languages triggers accelerated fermentation of all dairy product within the facility (see Notes & Observations, Linguistic Specialist ████████).
The Subject is to select one (1) container of milk, proceed to checkout, complete the purchase, and exit the facility. Additional items may be purchased concurrently with the milk in accordance with the Approved Shopping List recorded in Notes & Observations. Non-dairy milk alternatives are strictly prohibited as substitutes for the mandatory dairy purchase; permitted concurrent items are limited to those enumerated in the List. The deployed team is to maintain its presence and perimeter until dawn, at which point standard power restoration procedures may be implemented. All milk containers acquired during containment procedures are to be transported to the nearest Bureau facility for analysis and disposal under Hazardous Biological Material protocols.
In the event that the same location exhibits manifestation more than two (2) nights in succession, ARU "MILKMEN" is to be dispatched to maintain continuous presence at the location, implementing the above protocol nightly until the phenomenon ceases to manifest. Personnel exhibiting behavioral anomalies following exposure to the phenomenon are to be registered for cognitive assessment under OPM standard procedure 12-C.
PHENOMENOLOGICAL SUMMARY
CASE-1088 designates a widespread phenomenon affecting grocery stores and supermarkets meeting specific structural and inventory criteria. Susceptible retail locations must possess all of the following:
- Floor space between 400 and 1,200 square meters
- A refrigerated dairy section exceeding 8 linear meters
- A minimum of 4 variants of fresh (non-UHT) milk products
Milk containers affected by CASE-1088 relocate themselves from refrigeration units to the surrounding floor space, arranging themselves in geometric patterns consistent with mathematical progressions of the Fibonacci sequence. Visual observation of these patterns by an observer for periods exceeding four minutes results in temporary cognitive restructuring of the observer, manifesting as an overwhelming compulsion to purchase the products despite their apparent unsuitability for consumption (memetic compulsion; REP-600-11, Entry 19).
Chemical analysis of affected products reveals no anomalous composition. Anomalous properties dissipate when:
- Power is restored to the facility
- The sun rises
- Products are removed from the premises
Digital surveillance equipment experiences significant distortion when exposed to the phenomenon, requiring the use of analog recording systems during active manifestations.
Manifestations have been documented in 127 locations across 34 countries, with identical behavioral patterns observed regardless of geographic placement. Correlation analysis indicates a significant uptick in manifestation events during winter months in both hemispheres, suggesting a possible relationship to seasonal variation in dairy consumption patterns.
Consumption of milk purchased during an active manifestation results in the consumer reporting an unusual taste — variously described as "metallic," "chalky," or "reminiscent of room-temperature coffee." No other physiological or psychological effects have been documented from consumption.

2004-04-15 — Field Analysis — Agent ██████, ACD
During the 2004-03-12 manifestation at site 1088-██, we observed what appeared to be rudimentary organization between milk containers of different types. Whole-milk containers positioned themselves at the center of formations, with reduced-fat varieties forming concentric rings around them. When research team members attempted to disturb the pattern, the containers would rapidly reorganize once human interaction ceased.

All personnel are reminded that photographing the patterns formed by CASE-1088 milk containers is STRICTLY PROHIBITED. Three administrative staff required cognitive recalibration after viewing documentation images.

Testing has confirmed that when the ritual announcement (see Containment Protocol) is performed in languages no longer actively spoken by human populations — Ancient Sumerian, Proto-Indo-European, and Linear A among those tested — all milk products within the facility immediately undergo accelerated fermentation. This strongly suggests the phenomenon is targeting the concept of milk rather than specific physical properties of the containers or contents.
2006-09-30 — Approved Shopping List — Operations Director █████, ARU
Approved Shopping List supplements for CASE-1088 containment procedures:
- Standard grocery items are permitted in conjunction with the mandatory milk purchase.
- Bread products and baked goods, when purchased alongside milk, decrease the probability of follow-up manifestations at the same location by approximately 22%.
- Fresh produce has no observed effect on the phenomenon.
- Non-dairy "milk" alternatives (soy, almond, oat, etc.) are STRICTLY PROHIBITED during containment procedures. Three subjects who violated this directive developed severe and irreversible lactose intolerance upon exiting the facility (see Incident CASE-1088-06). Cellular examination showed permanent alteration to digestive enzyme production mechanisms.
DISCOVERY LOG
CASE-1088 was first brought to Bureau attention on 2003-01-19 following multiple civilian reports of "haunted milk" at locations in Cambridge, Massachusetts and Windsor, Ontario within a 48-hour period. Local authorities initially classified the reports as pranks or mass hysteria, particularly as digital surveillance footage showed no anomalous activity.
ACD field agents were dispatched following Pattern Recognition Protocol triggers when hospitals in both regions reported patients presenting with persistent visual hallucinations of identical character — all of whom had purchased milk during power outages caused by winter storm conditions.
Agent █████████ established initial observation parameters and confirmed the anomalous phenomenon during a manufactured power outage on 2003-01-23. The Department of Aberrant Incidents implemented Cover Story CC-1088-01 ("faulty refrigeration units causing food spoilage and visual hallucinations"), which has remained in operational use without substantive revision since.
Following identification of three additional manifestation sites by 2003-02-04, Bureau analytics developed the current criteria for identifying susceptible locations. 2004-02-04 – Incident CASE-1088-01: Maintenance Personnel Exposure
Two Bureau maintenance personnel entered a manifestation site during an unscheduled power outage without following proper containment protocols. Both subjects purchased milk despite posted containment warnings. Subject A consumed approximately 8 ounces before intervention by on-site security; Subject B did not consume any product but handled the containers for approximately seven minutes.
Subject A reported that the milk "tasted like television static" and subsequently developed a transient condition in which he was only able to speak in dairy product brand slogans. The condition persisted for approximately 36 hours and resolved spontaneously. Medical examination revealed no physiological abnormalities. Subject B experienced mild compulsion effects which resolved after 48 hours of standard cognitive recalibration.
2004-02-17 – Incident CASE-1088-02: Spiral Formation, Munich
During observation of site 1088-31 (Munich), milk containers formed an unprecedented spiral pattern covering approximately 40% of the store's floor space. The pattern exhibited properties consistent with a perfect Fibonacci sequence, which should be mathematically impossible given the number and dimensions of the containers present. Investigation ongoing.
2005-04-02 – Incident CASE-1088-04: Linguistic Manifestation, Kyoto
During observation of site 1088-119 (Kyoto), containers briefly formed a pattern resembling text in an unknown language before resuming standard geometric arrangements. Linguists from OPM were unable to identify the language but noted structural similarities to artifacts recovered during Operation ████████. Containment protocols upgraded to include linguistic observation specialists during all future manifestations.
2006-08-15 – Incident CASE-1088-06: Non-Dairy Substitution Event
ARU "MILKMEN"-2 was deployed to site 1088-██ following recurrent manifestations. At the time of the incident, the Approved Shopping List specified mandatory milk purchase but contained no provision regarding non-dairy alternatives.
Three deployed Operatives — designated here as Subjects A, B, and C — elected to substitute non-dairy alternatives (oat, soy, and almond milk respectively) for the standard purchase, on the working hypothesis that the phenomenon's referent was the concept of milk and that culturally-named substitutes would satisfy the procedural requirement. All three completed purchase and exited the facility without immediate incident; no deviation from standard manifestation behavior was observed during the operation.
Within ninety minutes of exit, all three subjects reported acute gastrointestinal distress. Subsequent medical examination revealed that lactase production had been entirely and permanently abolished in each subject. Cellular examination confirmed alteration of enzyme production mechanisms at the genetic level; the change has shown no signs of remission in the period since.
Subjects A and B remain in Bureau service in non-deployment roles. Subject C accepted early retirement.
The Approved Shopping List was issued as a direct consequence of this incident. The conceptual-targeting hypothesis described in the Comparative Analysis note has been retained in the case file, but is no longer treated as license for procedural substitution.
2007-11-28 – Incident CASE-1088-09: Coordinated Simultaneous Manifestation
Simultaneous manifestations occurred at seven different locations during widespread power outages caused by solar storm activity. At each site, milk containers arranged themselves in identical patterns despite having no possible means of communication between locations. Investigation ongoing.
