CONTAINMENT PROTOCOL
The Bureau is to maintain an up-to-date list of all retail locations that meet the criteria specified in the Phenomenological Summary. Program PG-1088-500-01 "BLACKOUT" is to maintain continuous power-grid monitoring of these locations and issue an immediate alert whenever an outage or anomalous surge is detected after sunset.
Upon notification of a suspected CASE-1088 manifestation, the nearest Anomaly Response Unit is to dispatch a field team immediately. The deployed team is to establish a Type-2 perimeter (50-meter radius) around the facility and prevent civilian entry. Cover Story CC-1088-02 ("potential electrical fire hazard") is to be used to explain the closure.
A designated Bureau employee, referred to below as the Subject, is to enter the facility. The Subject must be trained in WHITE HORSE handling under Protocol PR-400-71 and hold Memetic Resistance Certification Level II or higher.
The Subject is to proceed directly to the dairy section and audibly announce: "Boy, I sure am in the mood for some milk!" Equivalent statements of intent are acceptable. The announcement must be made in a language still in active human use.
The Subject is then to select one (1) container of dairy milk, complete the purchase at checkout, and leave the facility. Additional items may be purchased in accordance with the Approved Shopping List. Non-dairy milk alternatives are prohibited, whether purchased as substitutes or as additional items.
Completion of the prescribed purchase halts further container movement for the remainder of the night. The existing formations remain hazardous to view. The field team is to maintain the perimeter until dawn, at which point standard power restoration procedures may begin. All milk acquired during containment is to be transported to the nearest Bureau facility for analysis and disposal under Hazardous Biological Material protocols.
Observation periods are not to exceed three minutes per person. Field teams are to arrange observer rotations accordingly; memetic resistance certification does not exempt personnel from this limit. Each team must include a linguistic observation specialist. Photography and video recording of the formations are prohibited.
If a manifestation occurs at the same location on a third consecutive night, ARU "MILKMEN", the response unit assigned to repeat CASE-1088 manifestations, is to be dispatched to maintain a continuous presence at the location and carry out the procedure nightly until manifestations cease. Personnel displaying behavioral changes after exposure are to be referred for cognitive screening under Form SC-900-05.
PHENOMENOLOGICAL SUMMARY
CASE-1088 designates a phenomenon affecting grocery stores and supermarkets during power outages after sunset. All confirmed locations meet the following criteria:
- Floor space between 400 and 1,200 square meters
- A refrigerated dairy section exceeding 8 linear meters
- At least 4 varieties of fresh, non-UHT milk
During a manifestation, milk containers move from the refrigeration units onto the surrounding floor, where they form spirals, concentric rings, and other geometric arrangements. Container counts within successive groupings follow the Fibonacci sequence.
Viewing a formation for more than four minutes produces an overwhelming compulsion to purchase the milk. Subjects may acknowledge that the product is unfit for consumption but continue to regard the purchase as necessary. The effect is temporary and is classified as memetic compulsion under REP-600-11, Entry 19.
Anomalous activity ceases when power is restored or the sun rises. Individual containers removed from the premises no longer exhibit anomalous properties. Symptoms caused by prior exposure may persist after a manifestation ends.
Chemical analysis has identified no anomalous constituents in the milk. Most consumers report only an unusual taste, variously described as "metallic," "chalky," or "reminiscent of room-temperature coffee." Additional symptoms were documented in one incident involving both consumption and visual exposure. Their cause has not been established; see Incident CASE-1088-01.
Digital surveillance equipment is subject to severe distortion during manifestations. Analog equipment remains functional, but recorded images can transmit the compulsion. The recording restrictions apply to both systems.
Manifestations have been confirmed at 127 locations across 34 countries. Their basic behavior is consistent across regions, brands, and packaging materials. Events are more frequent during winter in both hemispheres. A relationship to seasonal dairy consumption has been proposed but not established.
NOTES & OBSERVATIONS
2003-02-15 — Initial Assessment — Dr. ████████, OPM
The purchasing compulsion has been reported by personnel holding Memetic Resistance Certification Level III. Current resistance training should not be treated as sufficient protection against CASE-1088.
I recommend observation periods of no more than three minutes, with relief supervised by another member of the team. An exposed observer should not be responsible for deciding when to withdraw.
2004-04-15 — Field Analysis — Agent ██████, ACD
During the 2004-03-12 manifestation at site 1088-██, whole-milk containers occupied the center of each formation. Reduced-fat varieties formed concentric rings around them.
We displaced several containers. They reorganized as soon as we withdrew, again placing whole milk at the center.
2004-07-14 — Photographic Restriction Notice — Officer ███████, DLS
All personnel are reminded that photographing CASE-1088 formations is STRICTLY PROHIBITED. Three administrative staff required cognitive recalibration after viewing field photographs.
Photographs intended for internal documentation are not exempt from this restriction.
2005-08-21 — Dead-Language Performance — Linguistic Specialist ████████, OPM
When the prescribed announcement was delivered in languages no longer in active human use, all dairy products within the facility fermented within seconds. Samples showed bacterial counts consistent with products four to six weeks past expiration.
I recommend restricting the announcement to languages with at least 1,000 current speakers.
2005-11-08 — Comparative Analysis — Dr. █████████, OPM
Data from 17 countries show consistent behavior across milk varieties, brands, packaging materials, and agricultural practices. This suggests that CASE-1088 responds to the concept of milk rather than a specific physical property of the product or its container.
The limits of that category remain uncertain.
2006-09-30 — Approved Shopping List — Operations Director █████, ARU
The following provisions govern additional purchases made during CASE-1088 containment:
- Standard grocery items may be purchased alongside the required dairy milk, subject to the restrictions below.
- Bread products and baked goods are recommended. Purchasing them alongside milk is associated with an approximately 22% reduction in the likelihood of a repeat manifestation at the same location.
- Fresh produce is permitted and has no observed effect on the phenomenon.
- Non-dairy milk alternatives, including soy, almond, and oat products, are STRICTLY PROHIBITED. This restriction was introduced following Incident CASE-1088-06.
DISCOVERY LOG
CASE-1088 first came to Bureau attention on 2003-01-19, following civilian reports of "haunted milk" in Cambridge, Massachusetts, and Windsor, Ontario. The reported events had occurred within a 48-hour period. Local authorities initially treated the reports as pranks or mass hysteria, particularly because digital surveillance footage showed no corresponding activity.
Hospitals in both regions subsequently reported patients describing the same persistent visual hallucinations. All had purchased milk during power outages caused by winter storms. ACD field agents were dispatched when the matching reports triggered Bureau pattern-recognition protocols.
Agent █████████ confirmed the phenomenon during a controlled power outage on 2003-01-23. The Department of Aberrant Incidents introduced Cover Story CC-1088-01 ("faulty refrigeration units causing food spoilage and visual hallucinations"). The explanation remains in use without substantive revision.
By 2003-02-04, three additional manifestation sites had been identified. Their shared structural and inventory features formed the basis of the current criteria for identifying susceptible locations.
Continuous telemetry currently covers approximately 74% of the 127 confirmed sites.
INCIDENT LOG
2004-02-04 – Incident CASE-1088-01: Maintenance Personnel Exposure
Two Bureau maintenance personnel entered a manifestation site during an unscheduled outage without following the containment procedure. Both purchased milk despite posted warnings.
Subject A consumed approximately eight ounces before on-site security intervened. He reported that the milk "tasted like television static" and subsequently became unable to speak except in dairy-brand slogans. The condition lasted approximately 36 hours and resolved spontaneously. Medical examination found no physiological abnormalities.
Subject B consumed none of the product but handled the containers for approximately seven minutes. He experienced a mild purchasing compulsion that resolved after 48 hours of standard cognitive recalibration.
Both subjects had been exposed to the formations. The incident therefore does not establish whether ingestion contributed to Subject A's speech disorder.
2004-02-17 – Incident CASE-1088-02: Spiral Formation, Munich
During observation of site 1088-31 in Munich, milk containers formed a spiral covering approximately 40% of the store's floor space.
The outer turn contained 89 cartons when counted individually, but only 55 when counted by inventory tag. Each carton bore a single tag; none was missing or duplicated. Two observers independently reproduced both totals within the permitted observation periods.
The discrepancy could not be resolved before the manifestation ended. Both totals have been retained in the incident inventory.
2005-04-02 – Incident CASE-1088-04: Linguistic Manifestation, Kyoto
During observation of site 1088-119 in Kyoto, milk containers briefly formed what appeared to be a line of text. The standard geometric arrangement resumed before the field team could complete its description.
OPM linguists could not identify the language. They noted structural similarities to markings on artifacts recovered during Operation ████████, but no translation has been accepted.
The containment protocol was amended to require a linguistic observation specialist on all response teams. No extension of the observation limit was authorized.
2006-08-15 – Incident CASE-1088-06: Non-Dairy Substitution Event
ARU "MILKMEN"-2 was deployed to site 1088-██ following repeated manifestations. At the time, the containment instructions required a milk purchase but did not address non-dairy alternatives.
Three operatives, designated Subjects A, B, and C, substituted oat, soy, and almond milk respectively. Their decision was based on the working hypothesis that CASE-1088 recognized the concept of milk. Products sold under that name were therefore expected to satisfy the purchase requirement.
All three completed their purchases and left the facility. No immediate adverse response was observed.
Within ninety minutes, all three reported acute gastrointestinal distress. Medical examination found that lactase production had ceased in each subject. Further testing identified a genetic alteration affecting its production. The change has persisted in every follow-up examination.
The Approved Shopping List was amended as a result of this incident. The operatives had not violated an existing restriction. The conceptual-targeting hypothesis remains in the case file but is not to be used to justify substitutions during containment.
Subjects A and B remain in Bureau service in non-deployment roles. Subject C accepted early retirement.
2007-11-28 – Incident CASE-1088-09: Coordinated Simultaneous Manifestation
Simultaneous manifestations occurred at seven monitored locations during power outages associated with solar storm activity. Field teams reported matching container arrangements and movements despite differences in store layout and stock.
At 02:14 UTC, a field agent at site 1088-31 removed one carton from the outer ring. At each of the other six sites, a carton left the corresponding position without being touched.
The remote movements were recorded in all six field logs before the first team reported removing the carton. No mechanism linking the movements has been identified. Further attempts to reproduce the effect have not been authorized.
For dispatch and reporting purposes, the events remain classified as seven separate manifestations.
