CONTAINMENT PROTOCOL
CASE-0092-1 and CASE-0092-2 are contained at Special Pandora Site-AVERNUS-1 ("Hiroshima Peace Memorial Park") and Special Pandora Site-AVERNUS-2 ("Nagasaki Peace Park"), respectively. The 1945 deployments are classified as self-normalizing under REG-800-12; ongoing containment activity at both sites operates under Cover Story CC-0092-01.
Continuous radiological exposure of no less than 15 roentgens per hour is to be maintained at each instability locus within shielded subsurface containment works beneath the memorial sites. The required field is produced by Bureau radiological generation and dispersal systems; the 1945 interventions established the stabilizing effect but are not relied upon as a continuing radiation source. The current operating band at the aperture boundary is 15–18 roentgens per hour. Radiation levels in civilian-accessible areas are to remain within ordinary regulatory limits. Any aperture-boundary reading below 15 roentgens per hour is to be treated as loss of stable containment and requires immediate deployment of mobile radiological units. Full manifestation has not been documented earlier than 36 hours after a sustained sub-threshold condition; the interval shortens as radiation falls farther below the containment floor. Transient sub-threshold events have produced perceptual effects substantially earlier (see Incidents CASE-0092-11 and CASE-0092-18).
Electromagnetic deviation is to remain below 0.3 gauss. Exceeding this tolerance risks recurrence of the resonance effects first identified in 1941. Temperature variance greater than ±2 °C from regional averages correlates with increased instability and is to be monitored as an aggravating condition; its mechanism remains under investigation.
Automated Geiger-Müller arrays are to provide continuous radiological monitoring. Physical inspection is conducted monthly through lead-lined observation chambers. Any anomalous reading, sub-threshold radiation event, or proposed modification to either site's containment infrastructure requires notification to site command and the Ministry within 30 minutes of detection or proposal.
Personnel assigned to either site require certification in radiological hazard management. Assignments are limited to 90-day rotations followed by mandatory 30-day decontamination periods. All personnel are to undergo psychological screening before deployment per Form SC-900-05. This requirement was added following Incident CASE-0092-18.
Following the 1945 instability cascade, no major containment action at either CASE-0092 site is to proceed without cascade-vector assessment addressing possible effects on other documented dimensional-instability sites.
CRITICAL: Failure or imminent failure of either site is to be escalated under Protocol PR-400-74 "PALE HORSE". Contingency CY-400-84 "PALE HORSE-TERMINUS" remains the authorized TERMINUS-tier response for attempted containment failure. Its CASE-0092 deployment history includes nuclear intervention.
The memorial parks' public education and site-management programs are to maintain Cover Story CC-0092-01 while discouraging unauthorized excavation and extended unsupervised access to restricted areas.
PHENOMENOLOGICAL SUMMARY
CASE-0092-1 and CASE-0092-2, informally designated the "Hiroshima Aperture" and "Nagasaki Aperture," are persistent focal points of dimensional instability documented in predecessor records dating to 16██ and 17██. Comparable focal points occur elsewhere and are recognized by the Bureau as a recurring anomaly class. Prior to the development of radiological stabilization methods, no reliable means of suppressing an active focal point was known.
For most of their documented history, both sites remained at a low level of persistent activity and were handled through observation, exclusion, and civilian-information control. Industrial electromagnetic activity began to correlate with increased instability during the late nineteenth and early twentieth centuries. Between 1941 and 1942, concentrated military-industrial activity near Hiroshima and Nagasaki produced significant resonance effects at both locations. Subsequent escalation required reclassification to ████████████████.
Direct physical examination of either aperture remains impossible. Surviving pre-containment reports describe ██████████████ █████████████████████████ ███ ██████████████████. The observational record becomes progressively less reliable as activity increases, with later entries becoming ████████████████████████████.
Total casualties attributable to pre-containment manifestation activity at both sites between 1941 and 1945 are recorded as ████████. Recovery of remains was possible in approximately ██% of documented cases.
Comparison with instability sites in ████████ and ████████ established a correlation between industrial electromagnetic activity and escalation. The Hiroshima location demonstrated particular susceptibility to early twentieth-century manufacturing activity.
By 1945, ████████████████ manifestations were occurring at dangerous frequencies at both locations. After conventional suppression measures failed, the Ministry authorized deployment of Contingency CY-400-84 "PALE HORSE-TERMINUS" at Hiroshima on 1945-08-05 for execution on 1945-08-06. This was the first invocation of the Contingency. Military assets involved in the deployment remained unaware of the Bureau's mission parameters.
The Hiroshima intervention suppressed manifestation activity at CASE-0092-1 but produced an immediate instability cascade across other monitored sites, most severely at CASE-0092-2. The same Contingency was therefore deployed a second time at Nagasaki on 1945-08-09. Both focal points have remained under radiological stabilization since.

The Hiroshima site is displaying dimensional-instability effects at increasing frequency. 1940-08-22 — Electromagnetic Correlation — Agent ████████, OPM
Industrial development in the Hiroshima region is producing unexpected interactions with baseline readings. Local wildlife avoidance now extends beyond the previously observed radius. Synchronized monitoring of the Hiroshima and Nagasaki locations is recommended.
1941-11-30 — Resonance Patterns — Agent ████████, OPM
Frequency signatures now resemble those recorded at ████████ prior to the 1908 event. Three factory workers have been reported missing near the aperture zone. Bureau cleanup teams recovered only ████████████████.
1942-02-14 — Exponential Growth — Director ████████, DPC
Aperture utilization is increasing beyond all predictive models. ████████████████ manifestations are now occurring during daylight hours. Civilian witnesses describe shadows cast at angles inconsistent with their light sources and surfaces that "remember" objects no longer present.

Controlled nuclear testing confirms that ionizing radiation stabilizes dimensional instabilities. First successful containment of instability-related ████████ achieved. Preparations for full-scale intervention are proceeding.
1945-08-08 — Post-Intervention Analysis — ARU "RADBOYS"
Hiroshima aperture successfully denied to ████████. Radiation levels are holding steady. No manifestations detected in 48 hours. Unit personnel continue to report a persistent sensation of being observed despite confirmed absence of ████████████████ manifestations.

Secondary intervention at Nagasaki successful. Both sites are maintaining stable containment.
Radiological stabilization does not eliminate the underlying instability. The Hiroshima intervention displaced instability toward the nearest viable focal point, requiring secondary deployment at Nagasaki. Future major containment operations at dimensional-instability sites are to include cascade-vector assessment.
1946-04-15 — Maintenance Threshold Established — Director ████████, DPC
Following Incident CASE-0092-11, the containment floor is formally established at 15 roentgens per hour for both Special Pandora Site-AVERNUS-1 and Special Pandora Site-AVERNUS-2.
Supplementary radiological dispersal units are approved for installation within shielded subsurface containment works per Form REQ-200-05. Appropriation is to be processed through the cover budget designated for postwar reconstruction surveys. Memorial construction is approved as long-term cover and access architecture above the containment works under joint Bureau-civilian administration.
1952-03-20 — Electromagnetic Threshold Established — Sector Lead ████████, OPM Quantum Studies Sector
The permitted electromagnetic deviation at both Special Pandora Sites is set at 0.3 gauss following correlation analysis of minor fluctuations recorded between 1946 and 1951. The threshold derives from the resonance signatures first identified in 1941, adjusted for the maintained radiological field at each aperture.
Postwar reconstruction in both cities requires continuing coordination with local utility infrastructure to maintain compliance.
DISCOVERY LOG
Predecessor organizations documented the two sites independently. The Hiroshima location appears in Imperial Commission on Preternatural Occurrences holdings through Jesuit missionary correspondence dated 16██. The Nagasaki location appears in Dutch trading-post records from Dejima dated 17██. The institutional provenance of the Nagasaki material remains uncertain; the surviving record may originate within The Gap or during the earliest period of the Royal Paranormal Research Authority.
Both records describe persistent low-level instability of a kind later catalogued by the Bureau as dimensional aperture activity. For most of the following centuries, the sites produced periodic █████████████ that could be documented but not reliably suppressed. Prior to 1942, Bureau handling consisted primarily of exclusion, observation, and public-information management.
Industrial development during the early twentieth century increased electromagnetic interference around multiple known instability sites. By 1941, concentrated military-industrial activity near Hiroshima had produced critical resonance conditions. Bureau personnel recorded not merely increased activity, but ████████████████████████████████████.
By February 1942, civilians near industrial facilities were reported speaking in unison about ██████████████████████████ before vanishing entirely. Seventeen Bureau personnel were lost during conventional containment attempts over the following nine months. Analysis of recovered equipment indicated degradation consistent with violation of conventional causality rather than localized spatial distortion alone.
An emergency session of Bureau Directors in February 1942 authorized implementation of theoretical radiological-deterrence work. Operation OP-0092-500-01 "MANHATTAN PROJECT" was established as a joint Bureau-military activity. Military participants were not informed that the Bureau regarded the developing nuclear capability as a containment system. Executive-level cover coordination remained in effect throughout the Operation.
Between 1942 and 1945, despite electromagnetic-suppression efforts, ████████████████ activity exceeded all previous records. On 1945-08-05, following detection of ████████████████████████████, the Ministry authorized deployment of Contingency CY-400-84 "PALE HORSE-TERMINUS" at Hiroshima. The deployment on 1945-08-06 became the first invocation of the Contingency and the first operational use of the newly defined PALE HORSE response framework.
Radiological saturation stabilized CASE-0092-1. Within one hour of the intervention, however, Bureau monitoring stations detected severe instability spikes at multiple sites, with the strongest increase at Nagasaki. Analysis indicated that the intervention had displaced the instability rather than eliminated it. CASE-0092-2, previously manageable, began expanding at catastrophic rates.
Emergency preparations for secondary deployment required approximately 72 hours. During that interval, Nagasaki monitoring stations recorded ████████████████ manifestations at frequencies exceeding those previously observed at Hiroshima. The second deployment on 1945-08-09 stabilized both sites. The resulting cascade-displacement model became the basis for mandatory cascade-vector assessment under PALE HORSE containment doctrine.

1928-04-18 – Incident CASE-0092-01: Mitsubishi Resonance
An electromagnetic surge associated with Mitsubishi Heavy Industries triggered a manifestation event. Three civilians reported witnessing ████████ ████████ despite the absence of physical evidence that any corresponding event had occurred.
The witnesses were located 72 hours later, severely ██████████. An industrial-accident cover story was implemented through the local prefectural office.
1936-11-23 – Incident CASE-0092-03: Temporal Scarring
Monitoring equipment detected ████████████████ attempting to █████████████. Emergency electromagnetic dampening prevented full manifestation.
Six personnel experienced what was subsequently catalogued as temporal scarring (REP-600-11, Entry 52): psychological injury resulting from perception of events that had not yet occurred. Industrial facilities were ordered to reduce output through indirect Bureau-military liaison.
1943-03-09 – Incident CASE-0092-05: District Manifestation
Aperture utilization exceeded the critical threshold for seventeen minutes. Reports across the affected district described buildings "growing new rooms that led nowhere." Geometric perceptual disturbances were reported throughout the area.
A local response team was dispatched to the central instability locus. Its transport entered the affected district at 14:22 and did not arrive at the target location. No personnel remains, vehicle remains, or equipment have been recovered.
1945-08-06 – Incident CASE-0092-08a: Hiroshima Deployment
Contingency CY-400-84 "PALE HORSE-TERMINUS" was fully implemented at the Hiroshima site. All recorded manifestation activity within the affected radius ceased immediately. ████████ retreated from the irradiated zone within seconds of detonation.
Projected civilian casualties at deployment: 100,000–120,000.
Actual casualties by end of containment year: approximately 140,000.
Variance attributed to underestimation of secondary radiological effects in the projection model. The model was revised before the Nagasaki deployment.
Shadows burned into walls at multiple locations within the affected radius displayed geometric patterns consistent with ████████████████. Photographic documentation degraded during development in 14 of 17 recorded cases.
1945-08-06 – Incident CASE-0092-08b: Cascade Detection
Within one hour of the Hiroshima intervention, monitoring registered anomalous readings at seven Bureau sites across the Pacific rim. The strongest effects were recorded at Nagasaki.
Cascade analysis indicated that the Hiroshima containment was displacing ████████████ rather than eliminating it. CASE-0092-2 began registering exponential instability increases. An emergency Bureau-Ministry session was convened at 14:00.
1945-08-09 – Incident CASE-0092-10: Nagasaki Deployment
Secondary deployment was authorized after approximately 72 hours of accelerating readings at the Nagasaki site. Mitsubishi Steel and Arms Works reported machinery operating without power. Electromagnetic readings exceeded the measurement range of available field instrumentation. Multiple civilians reported "buildings breathing."
All contact with the Nagasaki monitoring station was lost at 10:47 local time. The second device was deployed at 11:02. Both sites subsequently returned to stable containment, and Pacific rim monitoring stations reported baseline parameters within six hours.
Revised projected civilian casualties: 60,000–75,000.
Actual casualties by end of containment year: approximately 70,000.
Projection model validated.
1945-12-25 – Incident CASE-0092-11: First Fluctuation
The first post-containment fluctuation occurred when the aperture-boundary field at Hiroshima fell to 11.3 roentgens per hour during equipment maintenance.
On-site personnel reported a sensation of "something pressing against the edges of the rooms." Emergency radiological supplementation restored containment within four hours. No full manifestation was recorded.
Permanent maintenance protocols were established following review (see Notes & Observations, 1946-04-15). Memorial construction was approved to preserve long-term site access under civilian-administered cover.
1953-09-14 – Incident CASE-0092-14: Uncle in the Walls
A child visiting the Hiroshima memorial reported an "uncle who lives in the walls." The child demonstrated knowledge of pre-Buddhist Shinto practices inconsistent with their age, education, or family background.
Class III memory suppression was authorized under PR-400-20. Investigation produced no conclusive finding regarding the source of the child's knowledge. The maintained aperture-level radiological field was increased by 15% as a precaution.
1961-11-03 – Incident CASE-0092-18: Typhoon Drop
During typhoon conditions, the Nagasaki site's supplementary dispersal units lost power for 41 minutes, producing a brief radiological drop. On-site personnel reported a persistent sensation of being observed until radiological levels were restored.
Three personnel required Class II memory suppression following debrief. Enhanced weather monitoring and redundant power infrastructure were established at both Special Pandora Sites. Pre-deployment psychological screening under Form SC-900-05 was added to site-assignment requirements.
