CONTAINMENT PROTOCOL
Containment of CASE-2543 consists of preventing Entry performance rather than containing any single anomalous object or entity. The Index — maintained by the Office of Paranormal Metrics, Quantum Studies Sector, and held at Bureau Facility-19 under standard Level 4 access — and three operational Programs constitute the totality of Bureau containment: PG-2543-600-01 "OLD WIVES" (folkloric and predecessor-archive research), PG-2543-500-01 "SUPRAINFERENCE" (population-health cluster detection), and PG-2543-800-01 "PROSCRIPT" (civilian-facing proscription issuance and exclusion infrastructure).
Bureau personnel are prohibited from performing any validated Entry under any circumstance, including for testing, documentation, or training purposes. The list of validated Entries is held in compartmentalized access; personnel are issued only the Entries operationally relevant to their assignment. Memorization or retention of Entries outside one's operational compartment constitutes a Level II security violation per REG-200-44.
CRITICAL: Performance of an Entry by Bureau personnel, including in good-faith error, is to be treated as a Level III security violation regardless of intent.
In the event of suspected or confirmed Entry activation, the Department of Liminal Sanitation is to be deployed for post-incident environmental and population management. Affected individuals receive routine medical and psychiatric care under cover; no disclosure of the anomalous cause is to be made. Cluster-affected populations are subject to Class II amnestic treatment only where civilian observation of cluster patterns has occurred; otherwise no amnestic measure is applied, as the consequence presentation is not in itself anomalous.
Entries are not to be removed from the Index once validated, even if subsequent observation suggests the conjunction has lost activity. The current operating assumption is that Entries do not expire.
PHENOMENOLOGICAL SUMMARY
CASE-2543 designates a phenomenological class of induced bio-psychiatric events, the consequences of which are mundane in clinical character — carcinomas, schizoaffective onset, cardiac arrhythmia, sudden alopecia, infant mortality clustering, cohort-wide neuropathy, bilateral retinal detachment, persistent anomia, and others varying by Entry — but the causation of which is non-mundane. The Index catalogues the conjunctions: specific activities performed under specific environmental, temporal, geographic, or material conditions, empirically determined to act as causative triggers.
No coherent unifying property has been identified that links the validated Entries to one another. Conjunctions take widely varied forms — counting aloud within sight of named landmarks, playing pop music near the Large Hadron Collider during operating periods, disturbing church beehives between Vespers and Compline, whistling indoors in regions where the local prohibition holds. Predecessor-era folkloric prohibitions have, in approximately 42% of cases examined by Program "OLD WIVES," correlated to confirmed modern Entries.
The mechanism is inferred but not directly observed. The operating model has been maintained, with iterative revision, since its first articulation by OPM's Quantum Studies Sector in 1958. It is the model that remains when alternative accounts of the consequence distribution have been exhausted; it does not characterize what produces the consequences, only that something does.
Inferences regarding the cause are drawn from the geometry of consequence distribution — the radius of effect, its falloff curve, the directionality of certain Entries' consequence patterns — and from comparative analysis of Entry conditions for shared structural properties. Whether the cause is singular or plural is not established. Whether it is conscious in any meaningful sense, whether it perceives humans as discrete agents, and whether it possesses any awareness of its effect on us are open questions which OPM has formally suspended.
The Index is not believed to be complete. New Entries are validated, on average, at a rate of approximately 11 per fiscal year.
The Bureau's response to the case is conducted through three Programs. Program "OLD WIVES" (PG-2543-600-01) reviews predecessor-era Bureau records, ethnographic surveys, regional medical case literature, and surviving folkloric prohibition traditions for structural correspondences to confirmed or candidate Entries; identified correspondences are forwarded to OPM for triangulation and possible Entry validation. Civilian folklorists and academic ethnographers are engaged through cover institutional sponsorship — the ████████ Foundation for Comparative Folklore Studies.
Program "SUPRAINFERENCE" (PG-2543-500-01) continuously monitors population-health telemetry — national oncological registries, psychiatric admission patterns, infant mortality micro-clusters, ophthalmologic presentations of unusual demography, and other instruments catalogued in its standing inventory — against geographic and temporal coordinates. Clusters inconsistent with baseline incidence trigger Form REQ-200-05 escalation and OPM triangulation for retroactive Entry validation.
Program "PROSCRIPT" (PG-2543-800-01) issues civilian-facing proscriptions against validated Entries, drawing cover-story delivery registers from the Department of Aberrant Incidents's standing inventory — public-health advisories, regulatory-compliance and product-recall coordination, municipal permit and zoning friction, wildlife and pest advisories, equipment-maintenance and operational-closure notices, atmospheric or environmental advisories where they locally fit, and direct engagement with religious, academic, or community institutions where an inherited folkloric prohibition is available to be reinforced. Register selection is per-Entry and determined by which delivery mechanism is locally credible. Approximately 38% of operational Entries are covered, in whole or in part, through reinforcement of an inherited folkloric prohibition rather than the authoring of a novel cover story. Physical exclusion infrastructure is established at geographically fixed high-throughput sites under the Cover Story CC-2543-04 series; strategic non-attention measures — ensuring Entry conditions do not become culturally salient — are coordinated continuously with DAI's standing media-engagement apparatus.
NOTES & OBSERVATIONS
2007-03-09 — Note on Entry 2543-[REDACTED] — OPM Sector ██
Entry 2543-████████ is to be permanently held at Level 5 compartmentalization. The conjunction is operationally simple, geographically unbounded, and the consequence radius and demographic targeting are unlike any other Entry on record. No cover story or exclusion infrastructure is currently capable of preventing its accidental performance. The Bureau's standing approach is to ensure, through PROSCRIPT-directed cultural shaping where feasible, that the conditions for its inadvertent performance remain culturally improbable. There is no second control. The Entry is the foundational case in OPM's standing recommendation that the operating model of CASE-2543 not be revised toward malevolence.
2014-08-22 — On the Provenance of Entry 2543-318 — Dr. ████████, OLD WIVES Consulting Folklorist
Entry 2543-318 ("the simultaneous striking of an iron implement against a copper implement within a place of worship, between Vespers and Compline") was independently recorded in three separate ethnographic studies — Bavarian (1887), Cornish (1903), and northern Portuguese (1924) — as a prohibition for which no informant could supply a rationale. The Cornish source records the prohibition with the gloss "thou wilt not, for it troubles them." The Portuguese source records it under the heading Coisas que se não fazem nas igrejas ("Things one does not do in churches"); the Bavarian source records it without comment among standing sacristan instructions. Pre-modern correspondences of this strength continue to provide the strongest available evidence for the indefinite-historical hypothesis.
2019-04-11 — Validation of Entry 2543-414 — Investigator Ostrowski, OPM-QSS
I am required by Program protocol to confirm that Entry 2543-414 has been validated to the standard of three independent and statistically significant clusters and is now in operational status. The Entry is: the performance, by any person, of the children's clapping game "A Sailor Went to Sea, Sea, Sea" within a continuous unbroken span exceeding eleven repetitions, between the hours of 16:00 and 17:30 local time, within 1,400 metres of any operating municipal water-treatment plant.
The Entry has been validated. I have nothing further to add.
2022-09-16 — Cover Story Friction at the Geneva Site — DAI Liaison ████████
The continued operation of CC-2543-04-Geneva ("personal audio devices excluded under acoustic-monitoring protocol for beam-line vibration research") is producing routine and now occasional public friction with CERN's communications office, which is fielding civilian inquiries about the alleged research program with increasing irritation. PROSCRIPT leadership requests authorization to either (a) revise the cover toward a more credibly procedural framing tied to existing CERN visitor policy (which OPM has objected to on grounds of cross-Entry corpus integrity, since several other LHC-area Entries are covered under related acoustic-monitoring scaffolding) or (b) accept a 12–18 month period of low-grade public scepticism about the stated research program while DAI develops a replacement, the latter requiring a temporary expansion of the LHC service-tunnel exclusion radius which DPC has not yet costed. Decision pending. The actual Entry in question continues to be performed by tourists at a rate PROSCRIPT estimates as approximately one attempted activation per fortnight.
2024-02-04 — SUPRAINFERENCE Detection 2543-SI-7188 — SUPRAINFERENCE Telemetry Desk
A six-case cluster of acute-onset persecutory schizophrenia in adults aged 22–34, presenting to ████████ Memorial Hospital between 21 January and 3 February 2024, was identified by SUPRAINFERENCE pattern-matching as inconsistent with baseline incidence. Geographic clustering placed all six within a 600-metre radius of a single retail location. Investigation under Program protocol identified a candidate conjunction — employee performance of a specific routine during store-closing procedures, observed by closed-circuit footage subsequently destroyed — which is currently undergoing OPM Sector ██ triangulation for Index validation. The six affected individuals are receiving routine psychiatric treatment under standard care cover.
DISCOVERY LOG
The phenomenon now designated CASE-2543 entered formal Bureau attention as a phenomenon, rather than as a series of isolated incidents, in the late 1950s. Earlier incidents, retrospectively understood as Entry activations, exist in the Bureau record as far back as the Foundation Era; the predecessor archives contain prohibition records of the relevant type extending several centuries before the Bureau's chartering. None of these earlier records were understood, at the time of their filing, as belonging to a single case.
The conceptual unification is credited, by Bureau convention, to OPM Investigator ████████ (deceased 1969), who in a 1958 internal memorandum observed that the Bureau's then-active prevention measures at six geographically disparate sites — covering activities ranging from late-shift operation of ████ textile looms in central Massachusetts to the public reading of ████████'s 1849 novel in coastal communities of Cape Ann — shared no apparent thread except that all six had been instituted in response to civilian-impact clusters which the Bureau had, prior to ████████'s memorandum, attributed to unrelated mechanisms. ████████ proposed that the activities were members of a common class: triggers for a single, non-localized phenomenological source whose effects merely happened to look unrelated. The memorandum was filed without action for eleven years.
The case was formally opened in 1969 following a cluster of fatal cardiac events in a Pacific Northwest fishing community, the cause of which was traced retroactively to a regional folk prohibition (against the singing of the third verse of "The Mermaid" during periods of high northwesterly wind) that the community's older residents had recently allowed to lapse. The investigating team, drawing on ████████'s by-then-rediscovered 1958 memorandum, established the conceptual frame that has since governed the case. ████████, by then deceased of unrelated causes, did not see the case opened.
In the decades since, the case has expanded along two axes: the active validation of new modern Entries (SUPRAINFERENCE, formally constituted in 1981 as the Bureau's epidemiological-pattern-matching capability matured) and the retrospective recognition of pre-modern folkloric prohibitions as evidence of the phenomenon's historical depth (OLD WIVES, formally constituted in 1994 to systematize what had previously been ad-hoc archival work). The Index has grown without interruption since 1969. No validated Entry has been retired.
OPM treats the case as a custodianship rather than an investigation. The phenomenon predates the Bureau by an indeterminate margin; no closure condition is expected.
INCIDENT LOG
1989-05-14 – Incident CASE-2543-1: Containment Failure, ████████ Stockyard, Nebraska
On 12 May 1989 a livestock auctioneer (age 47, no prior Bureau contact) performed, in the course of a televised regional cattle auction broadcast on local public-access programming, a continuous counting sequence which passed the threshold for what was then candidate Entry 2543-061. The Entry's exclusion infrastructure had not yet been installed at the auction site, the Entry having been provisionally validated only nineteen days prior. Cluster onset was observed within the 2.3 km consequence radius beginning approximately 11 hours after the broadcast.
Sixty-one civilians presented at three regional hospitals between 13 May and 19 May with bilateral retinal detachment of acute onset. Of the sixty-one, forty-nine were within the live broadcast-reception radius and twelve had no broadcast exposure. The Bureau's standing inability to account for the disparity in the broadcast-versus-non-broadcast affected cohorts remains noted in the Entry file. All sixty-one received routine ophthalmologic care; cover was issued as a contaminated-eyewash recall affecting three regional veterinary suppliers (CC-2543-19), with the affected ophthalmology presentations attributed to civilian secondary exposure through agricultural-worker household members. Coordinated recall through the U.S. Department of Agriculture provided procedural cover for the cluster's geographic and temporal footprint.
The auctioneer was unaffected and remains, as of this filing, unaware of the event in which he participated. Entry 2543-061 was promoted to full validation. PROSCRIPT-directed cover infrastructure was installed at the stockyard within the following fiscal quarter — a revised state auction-cadence ordinance issued under livestock-welfare regulations — and the regional auctioneer's association received a quietly-funded grant to revise their standard cadence protocols.
2003-11-08 – Incident CASE-2543-2: OLD WIVES Validation via Inverted Folklore
OLD WIVES Consulting Folklorist Dr. ████████ submitted, in October 2003, a candidate correspondence drawn from a 1924 ethnographic study of Galician regional traditions. The candidate Entry described a folk prohibition against the simultaneous lighting of three or more candles of unequal length during evening meals held within twenty paces of a body of standing water. The prohibition had been recorded as inverted — that is, as a positive instruction ("one ought always") rather than as a negative ("one ought never") — which Dr. ████████ identified as a probable transcription error in the 1924 source, given the structural incongruence of the inversion with the surrounding ethnographic material.
OPM triangulation against SUPRAINFERENCE's historical cluster database identified seven candidate clusters across the geographic range described, the earliest in 1947 and the most recent in 1996, all consistent with the negative reading. The Entry was validated as Entry 2543-289 in February 2004. Dr. ████████ subsequently identified fourteen such inversions in early-twentieth-century ethnographic literature, and is currently engaged in a long-term audit of similar materials.
The Bureau has not been able to determine whether the 1924 ethnographer recorded the inversion in error, recorded a community informant's deliberate inversion, or recorded a community whose own oral tradition had inverted at some prior point. The matter is held under OLD WIVES's longer-term review.
2017-07-22 – Incident CASE-2543-3: Personnel Violation, Bureau Facility-19
On the morning of 21 July 2017, a Junior Investigator (BAR-OPM-█████, six months Bureau service, MRC Level II), assigned to OLD WIVES archival processing, performed an activity meeting the conjunction conditions of Entry 2543-203 within Bureau Facility-19's archival reading room. The Investigator's assignment compartment included Entry 2543-203 among the Entries cleared for his familiarity but did not include the operational guidance regarding the specific conjunction conditions; the activity was performed during a private moment of distraction and was not, in the Investigator's subjective recollection, connected to any awareness of the Entry.
The consequence radius of Entry 2543-203 is approximately 90 metres. Three Bureau Facility-19 personnel within the radius — a Senior Archivist, a second Junior Investigator, and an unidentified Office of Bureau Personnel visitor — presented within 36 hours with acute-onset persistent anomia. One of the three has since recovered partial naming function; the others have not. The Investigator who performed the activity was unaffected and remains in Bureau service in a reassigned non-archival capacity.
The internal review of the incident did not find the Investigator in violation of any documented protocol he had been issued. The review's finding instead identified a longstanding ambiguity in OLD WIVES's compartmentalization methodology — namely, that an Entry's familiarity clearance did not include guidance regarding the specific conjunction conditions, only the historical correspondences. The methodology has since been revised. The Investigator's status as a Level III violator was not formally pursued.
The matter is preserved in the Incident record because the affected Senior Archivist's surviving notebooks, recovered by Personnel Affairs following her medical retirement, contain the marginal annotation did he know? did he? written on multiple pages without context. Personnel Affairs has not been able to determine the referent.
